Non-Core Groups:

These groups also have high levels of vulnerability to HIV infection but clearly have lower risk than the core groups.
The non-core groups are

  • Truckers
  • Migrant Labor
  • Street Children
The success of TI programme is determined not by the work that the NGO’s do with the community and service providers but also by the effectiveness of the work done by AIDS control societies with the different service providers (including STD clinics, Police, Health Services and other sectors). Thus if AIDS Control Societies and NGO’s work together participating with the clear understanding that both of them have synergic roles, there is a possibility that sustained changes in better services could happen in community. Such sustained changes can happen only over fairly long time horizons. Till that happens, the TI’s would also need to improvise and innovate to provide services that the high risk populations need and costing exercises should understand this need clearly. This also is a pointer that sustainability of TI’s is the joint responsibility of AIDS Control Society and that both NGO and AIDS Control Society have a part to play to achieve the changes that we seek to achieve.
