4. Needs Assessment Study
5. Refine intervention plan based on Needs Assessment study
6. Baseline Study
7. Intervention Management

Impact: the final result of any intervention is to produce an IMPACT. The final impact that is expected from Targeted Intervention Programme is biological impact.

Biological Impact: Reduced HIV prevalence
                           Reduced STD prevalence
To achieve this biological impact, behavioral impact has to precede it.

Behavioral Impact: Increased use of condoms
                             Increased use of STD services
The behavioral impact leads to biological impact.
